This works because of the translucency. First, try to focus on just one dot, it's hard with this one because the frame rate isn't great, but try. The dot isn't moving in three dimensions, it's just going back and forth.
Now we need to talk about neurology. The brain has a built in facial recognition mechanism; a small portion of the visual system who's processing power is entirely dedicated to facial recognition. Fun fact: domestic dogs raised since puppies develop a similar specialized processing mechanism for human faces. Keep in mind that 3D is an illusion, and all light energy is absorbed on a 2d plane. When you see the image of a face, this dedicated processor automatically detects and labels the face, then constructs 3D for it.
Next, our brains have a system for maintaining the consistency of a scene. Motion between "frames" of perception is produced in another dedicated area of the visual system, and it has been demonstrated that individuals with either damage or deformity here experience vision as a "stop motion" without conserved motion. Once a 3D face is recognized, 3D is generated for the rest of the figure, and motion is generated that maintains the perception of this 3D model.
So what does this all mean? The direction you see her spin will correlate with the direction the "face dots" where moving when you first viewed the image. If you want to make her spin the other way, focus above her head and only look down when you know a dot that is part of the "face" array is moving the direction you want her to spin.
Edit: the eyes are very decernable in the peripheral, use them to know when to refocus on the image and direct her spin, if you get good at it you can constantly flip her spin back and forth.
I think it's known as a mask illusion, but I just remember it being a mask in psychology, since the same illusion occurs with a well lit spinning human faced mask.

not for me. i've checked back multiple times and it's still spinning counter clockwise if looking from the top.
