Yes it is. It's not like an optical illusion in a still picture; those lines are moving and that dot in the middle is completely unnecessary. Think of all of those individual squares on the canvas as little windows and you are seeing what is moving behind them.

The square is not moving. The dots are arranged in a perfect square. The position of those dots does not change. What does change is the lines within the dots. The lines are moving in different directions and at different speeds, it's not as if a cutout of a square is being moved along a tablecloth. What's moving behind the dots then changes direction, and it looks like the square is rotating. The square is not moving.

This was voted illusion of the year 2016. The full video makes it a little more clear.

I didn't believe you until I put my pointer in a corner to test. Then I tried the other three corners just to be sure. Then I cut out a piece of paper that matched the edges and placed it over my screen. I feel terrible for trying so hard to prove that you were a liar. I'm sorry.

Actually, if you say the square is made up of the "black lines", then yeah, it sure as hell is moving.

If I can pause it, OP, then it's moving. I'm sure it was filmed with a camera that replicated the human eye and all, but those were not my eyes fooling me.
