Safe Harbor is literally the only aspect of the DMCA that's good for anyone but the copyright lobby. It was the trade off that allowed the rest to be passed without massive opposition from tech firms.

If DMCA safe harbor gets taken out then we are truly screwed.

Depends on what you mean by personal comments.

If you have any specific thoughts on the subject, particularly well-reasoned ones that are thought out, yes. If you have only a couple sentences that aren't very coherent, you would probably do better using the form letter. Note I say probably - they say in the guidelines that one well-written comment can be more powerful than a thousand form letters. But given the quality of some of the comments the FCC got regarding Net Neutrality, I can't help but think some of those might have done better as a form letter.

So do I. I only heard about it a few hours ago, but I couldn't just leave it and not at least try to tell a few people about it.
