Twitter never censored the hashtag. They just removed it from trending and removed it from autocompleting. To censor it would be if when you hit "post" that it would remove the hashtag or if they were deleting all posts with the hashtag in it. You were still able to use it and search for it.

The difference is that they didn't remove the hashtag. It's still there. You can still use it. You can still search for it. Just because it's not showing up in their top 10 trending list doesn't mean it's gone forever.
