I don't see the issue with living off city water and sewer systems. Millions of people, not just in Texas, live in unincorporated rural and semi-rural areas with septic and well water. The article also didn't address electricity and phone lines, probably because they have them, just like everyone else in unincorporated areas. A dead giveaway is the propane tank sitting next to the house. This is normal, not a humanitarian crisis.

Basically, when you drive down the interstate and see the houses dotting the landscape in every state, these are all well water septic service homes. It is not a subhuman existence or a societal crisis to not be connected to city water or sewer, it's the normal way in rural America.
