So what is the status of this stuff on Voat? Should we be contacting law enforcement?
As disgusting as it is, it doesn't break any laws. There's really nothing anyone could do but be outraged at it, and kick up some dust over the sub. But really, nothing will happen because voat's stance on this exact issue is pretty clear: if it's not illegal, there's no problem.
That's the one thing about exercising freedom of speech/expression: even if the content balances the tight-rope of acceptability, if it's not illegal: your only recourse is to ignore it and move on with your life.

Doesn't break US law, which is where it matters (since the website is based there). I see where you're coming from, though. Kinda sucks for anyone browsing voat in Switzerland.
However, the site's encrypted with HTTPS. That's a legal defence for unwarranted internet spying. Unless their laws are backasswards about that, too.
I'm just saying, you shouldn't be too worried that you happened to come across the wrong jpeg on your browser.
Unless you're storing terabytes of kiddie porn, it's safe to say no one gives a fuck.

It breaks Swiss law as mentioned by @SwissDev in https://voat.co/v/bannedsubs/comments/163817
