Not Nubian, but Numidian, as in Berber/Algerian. They shared similar complexion as other Mediterranean people, Romans included. Allying with Nubians, who were from far south of Egypt, wouldn't have been very helpful for Rome in the fight against Carthage, which was centered around modern day Tunisia.
Hannibal's rampage was also part of the 2nd Punic War. The 3rd one was just Rome sacking Carthage.
