That's three standard deviations between the mean for the "university", which is something that should happen 1-in-2000. Doesn't seem impossible to me. IQ is just a normal distribution, which means that it can go into the negatives. However, I doubt that existing IQ tests are calibrated to work properly at that level, so all of these results are suspect. The overall conclusion, that these are really stupid people, holds true of course.

Ayup, the further from the mean you are the less meaningful the result is. Once you get into the 1%-2% of either end it's kind of meaningless.

It's not meaningless, it still means either "really smart" or "really stupid". It's just that the difference between an IQ score of 50 and a score of 60 is much less meaningful compared to the difference between IQ 100 and 110.

Correct. You will find IQ of even IQ 50 on a couple US colleges due to very new special program of placing profoundly retarded onto campuses and trying to accommodate them and even give them a a special 2 year degree.
