Well, if you cannot downvoat, maybe you shouldn't have a say just yet? Because anyone could just create a random account and downvoat something.

I think people who can downvoat are verified active members of the community to some extent and their opinions matter.

Your reasoning would only make sense if upvoating would be equally restricted (and maybe it should be).

Upvoating is too important to be restricted like downvoating is now. Having a 15 CCP minimum would make sense though.
