Expenditures, sure. Those are always recorded. Regardless of the top-heavy administration (for example, there are about as many 6 figure administrators at a school corporation in a city close to mine as there are teachers–none of whom make more than 72k). The point is that the contents of the conferences are rarely–if ever–recorded.

That's how you get'em, though. The expenditures. You can request a list of all expenditures for conferences, professional development, staff training, and travel. Just that will give you a wealth of information. Once you know the conference it's not hard to find out what it's about.

The point is that you’ll get the title of the seminar at best. If the proceedings aren’t recorded, it doesn’t matter how much was spent.
