However, the Czar of Russia, Alexander II, Threatened Napoleon III, that if they did, the Russians would invade France. Ultimately, and obviously, the five countries decided not to do it. The Czar did send 12 war ships to help protect New York City and San Francisco (six off the coast of New York and 6 of the coast of San Fran). The ships were stationed there for seven months and the people in those cities were very thankful, offering food and banquets to the Russian sailors.
