If I understand correctly, the words printed on those bills "This note is legal tender for all debts, public and private" mean that the dollar is a government-recognized form of value transfer and must be accepted as a form of payment. I think this would mean that if one party refuses to accept the cash as a form of payment, you can get the government involved and force them to accept it.
This sentence (or at least the sentiment behind it) does not appear on the metal coins, interestingly enough.
"Debts" is the key word. If they let you eat a meal and pay afterwards, that is a debt that requires them to accept cash. If you want to make an exchange of cash for goods or services, no debt yet exists.
