All great cities in history have gone through trials and phases of decline, American cities need be no different. It's more important to consolidate in regions where you can assert control than it is to make a stand in every corner right now. If you have an area from which to build, strengthen, and launch future attacks you stand a much better chance of winning. The cities were built largely as shipping and distribution centers in an era where seafaring was more important. Today, transport routes for agriculture are more important.
