Well, you know, is it not at least feasible that a group of humans isolated for hundreds of thousands of years with inferior living conditions and resources might actually evolve slower?

Africa is abundant with resources and acclimate weather. They didn't evolve because there was no selective pressure to evolve. They were in a stable equilibrium with their environment. Environments that are more hazardous and less predictable are the one that accelerate evolution.
