"Well-regulated" in those days meant "expertly practiced." The Federalist Papers tell us the exact intent of the wording of the Second Amendment, which is to ensure that the People are allowed to possess firearms, in order that they will be familiar with their use and operation in the event of an armed conflict, and to allow the People to enforce the Constitution even on members of the government if necessary, by popular revolt.

This very idea is still encoded into US military, isn't it? (Swearing to constitution vs head of state) and being allowed to ignore unconstitutional orders?
