When I was underage, I was served plenty of alcohol at a local watering hole. One time they tries to get me to pay, and kick me out. They were given the option to choose one choice, and I'll be darned if the business didnt choose money
Then they kicked you out? Since the employees could be subject to a $5000+ fine, and the business could lose their (multi-hundreds of thousands of dollars) liquor license. But maybe that was in a different era.
When I was a kid, long before picture IDs, I bought a fake ID for $5 out of the back of some publication, and the PA State Stores accepted it. That was a time when you could still buy guns by mail order too.

They did not kick me out because I refused to pay if they did, and they realized that calling the cops on me for that wouldnt be a good idea.
So I drank the pitcher of beer slowly, paid and left.
