clearly not, because if they are "rights", they they cannot be denied. If there is something that you would like to strip them of, then they aren't "rights".

They either have rights, or they don't. There is no 'should' or 'shouldn't' involved.

You can say that they shouldn't be able to vote, but voting is not a "right", it is a privilege.
