A not unreasonable part of this has to do with learned experience. Poor people often get that way because they experience significant setbacks regularly and thus have little confidence in wealth preservation. When you only have $1,000 saved and something comes along that costs you $1500 it becomes easy to see saving as rather futile.

The lesson that people need to learn is that you can’t save your way out of poverty. Poor people can only solve their dilemma by increasing income.

I agree up to the point of

Poor people can only solve their dilemma by increasing income

There are plenty of people with higher incomes that still live an instant gratification lifestyle which means no matter the income they are paycheck to paycheck - hand to mouth. Learning proper fiscal habits and how to delay gratification for a more ideal long term goal is what has to happen. Poor people have to learn how to operate Within the current system and make choices that serve them better instead of being impulsive. I get the mentality. I have several poor family members and I’ve listened to it all my life. But no one is ever going to convince me that buying gas station snacks vs. groceries is a good idea. It’s poverty mentality that keeps people poor.
