Secondly, it would make sense to (them) if it was to advance the destruction of the politically "red," patriotic areas of California.
As far as I can tell, the vast majority of the fires were in the most red parts of the state.

But what is the advantage of using DEWs for this when you can just send one guy in with a lighter and a bundle of dry wood?

Right, I don’t know about the DEW angle. That part of the OP’s argument currently lacks evidence from what I have seen.
But I think it’s possible DEWs could have been used.
And I wouldn’t put it past our enemies to use them if they -foolishly even- thought it was to their advantage.
