Carl Sagan had a theory that the original idea comes from a comet that had passed close to Earth thousands of years ago. This comet was unusual in that it had four tails instead of two. He explains his reasoning in his book, Shadows of Forgotten Ancestors but basically, the design, with slight differences, appears in literally every culture.

Two examples he gives - there's a drawing made on the underside of a cliff overhang by native americans (i.e. they painted it while looking up). Next, and really the slam dunk, the design appears in a Chinese book listing the types of comets. Check this out

he also thought "comets" were made of ice.

There's evidence they are made of ice, and no evidence they're made of anything else.
