I have something of a formal argument that I'm working on that establishes that most people that employ that particular term are malicious actors of one form or another. It's probably about the most reliable indicator.
In part, because virtually every use you see of "shill" has the meaning exactly backwards. A "shill" promotes some kind of scam as the accomplice... Someone calling bullshit is the exactly opposite of a shill.
