Yes. There are only two ways out of Africa. By boat, or by the Sinai Peninsula. Well... We can't exactly trust Egypt, Saudi Arabia and Israel to keep the Sinai closed off, but from a geographical perspective it is rather. Easy.
That leaves by boat. (assuming we don't let people migrate in droves by airplane, which should be ridiculously easy) They aren't gonna sail west, east, north east, any of that shit. They will sail north. That means monitoring the Mediterranean. They aren't gonna build much in the way of boats, so they will be using small motor boats.
Biggest problem I foresee is trying to get the co-operation of the likes of Libya, Tunisia, Egypt and Turkey. They know that stopping the flow could result in THEM having to absorb a lot of migrants. So the simplest solution for them is to actually facilitate migration.
