He was the one who cut the fentanyl. If he can be arraigned for such significant charges, what allegations might those face who arranged the importation of said drugs?

He is likely responsible for many overdoses..possibly my friends, well that may be a stretch but that drug is NO BUENO.My point was by cutting it because it is so strong he MAY have saved a few I just found it interesting that they added a charge for cutting the drug almost as if it say...YOU DID KILL ENOUGH PEOPLE.

You are absolutely right. My point is that the smuggler is not at the top of the pyramid. Straight fentanyl powder is so potent that its use on the street demands dilution. Even those in the medical field use a significantly diluted product.
