Capitalism has nothing to do with rules and regulations. If anything, the more capitalist a nation is, the less rules and regulations they have.
I should know because we do business in China and Australia. China requires you to have a doctor/hospital licence to do anything that pierces the skin (needles), Australia just requires you to be registered with the local council (not a licence).
Government departments who enforce, and create these arbitrary rules such as the ones you allude to, need to be paid for. Good luck setting up a department for alcohol without tax payer funds (non existent in a 0% tax, completely capitalist system).
