In recent years, the internet culture, and in particular the concept of memes, has become increasingly successful at reaching the Western youth. Through some route or another, more and more memes that were initially confined to fringe alt-right websites, find their way to the mainstream media, be it Instagram, Twitter, or whatever is popular nowadays.
The "honkler" meme is arguably the most successful example. Having started out as a small and meaningless symbol on /pol/, it grew and caught on via various mainstream social media platforms. It took the rainbow flag --- which every young person will be familiar with --- and attached a race segregationist message to it.
Every single such exposure will potentially redpill some of the youth, and I emphasize just how large this potential is. The younger you are, the less you have been indoctrinated by the left-wing ideology, hence the bigger your potential is to becoming redpilled. Equally so, I wish to emphasize just how important it is to reach the youth. As Adolf Hitler (supposedly) said,
"He alone, who owns the youth, gains the future."
It is absolutely crucial that we reach as many youngsters as we can. It does not matter how. Make new pictures and spread them online. Manufacture stickers with memes on them and spread them around your neighborhood. Make videos and infographics illustrating the redpilled facts about the world. Or, if you don't have the crafty skills required, just do your best spread along what you find on the web.

Am I the only one who is suspicious about the timing of this meme? It is strange that it is being forced so hard on the chans just as the new Joker movie is being advertised? Not to mention many of the people on the chans feel this forced meme is a psyop for the lettered agencies to track a certain group people through all the word spam that is the modern internet! It just seems to forced in my opinion.

It is certainly forced, mostly for reasons stated in the OP.
I'm curious about your psyop theory. What sort of psyop, and how could a meme be used to track people?

Well its much easier to tag someone's IP or accounts when they all use some strange saying. NO ONE in any other group or faction or movement is or has used "Honk Honk" as a slogan! Yet anyone can use the words Hitler or the year 1488 or whatever are being used as normal conversation or even on accident. THEY have to manually review and filter all of the normal keywords. But, if an entire group of people use some totally unique identifier then its an auto flag on the account and move on to the next.
