No, not really. They're dynamic. Go search for your ip address. It isn't going to give your physical address. It's part of a block assigned to a country and then an ISP and then to a region.

Seriously, go look your ip address up.

No, not really. Your ISP logs which address is mapped to which customer at which times. This is why subpoeanas to get an IP address's location work.

Without the ISP's aid it's still enough to narrow it down to your city, which is bad enough.
