You'd need to do a lot more than just stop giving out free shit to actually fix this dependency problem. You need large changes to taxes so both the employer and employee can benefit over a long term employment (like X amount off taxes that increases slightly the longer someones employed), big changes to education programs to get vocational training and third level educations so people can skill up while unemployed.

I only managed to just about get out of it after being on welfare for 10 years. There was literally no jobs, businesses were closing up completely or they were cutting staff if they weren't closing, cost of living went up as goods and services across the board increased by more than 7% along side tax, stealth tax, and levy increases (Austerty Ireland). It took me finally getting a place in college and using a long term unemployed scheme to pay for that and I struggled to get though it and that didn't guarantee me a job at the end of it because everywhere looking for the kind of skillset I was taught wants someone with a masters and or 5~6 years industry experience and pay them a pittance, I lucked out and got on board with a very new company that was willing to give me a chance but its not growing and I'm coming only just ahead enough that I can save some money that someone will probably decide I should fork over very soon.

I have more than double the income I had on welfare but when its all said and done the easier option would have been to stay on welfare. You've got to find a way to make all those welfare recipients into employable people, youve got to find a way to encourage people to hire those people, youve got to do all that while some "socalist" billionaires are telling everyone that high taxes for everyone but themselves is a good idea.
