The more I think about this, the less I think it ought to be a digital solution where you either vote or don't.
You can't effectively limit something to white males or white males with children because you run into (among other) some interesting problems like what is "white"? Many of the people most americans would consider white, I wouldn't. What about children? Do you count if you're divorced and your wife took the kids? Do you count if you adopt? Do you count if you're shit genetics trailer trash with an IQ of 75? What if you're more genetically white than Warren yet you're a genetic dead end from suburbia and are half-way through a gender studies and extreme baristaing course?
You also have to give incentives and promote social mobility. People who do the work, should get the perks. Bad luck or a raw deal in life should not exclude you from society. Intent and proficiency should matter.
An a la carte form of citizenship would be better, I think. Simply by virtue of being born in the country, you should get certain inalienable rights. By performing some civil service you ought to get others. Military service might be one. Voluntary civil service might be another. Voting without passing even the most rudimentary civics test is probably not a good idea. Maybe an obligatory course in basic home economics before you're allowed to accrue debt, shit like that. We already do some of this with things like aging: we don't let 6 year olds vote.
