You are also not allowed to cross the border into Canada if you have ever had a drunk driving conviction, whether you lived there before or not.

Cant even visit. For example it's arguable that Justin Bieber can never go back.

Canadian here and I can definitely tell you there are many legal loopholes. There is an entire industry centered around finding ways to get social assistance and housing for "asylum seekers" as well as a shit load of grants for refugees. Open any newspaper in a metro center and you will find ads claiming you can receive such amount of money if you are a recently landed immigrant.

Also, the process to determine if you qualify as a refugee can take many years therefore they will pay for your housing, food medical and legal costs during that period. I think everybody in Canada has a neighbor or knows a migrant family that lives just as well as them with 3-4 rotten kids attending the same schools as their children whose non-English speaking parents will easily run you over with their $40000 SUV. It really is sickening.

Canada doesn't have food stamps - it's seen as a method of identifying the poor and therefore discriminatory. They just give you a check instead. You buy your own food with cash. Canada does have food banks where you can get free food, but these are not government run.

If you are on Canadian social assistance, they can make you do various things, like attend training programs, do a minimal job search, etc. Some of this actually does help at times. Social assistance (welfare) is not supposed to be a permanent program for the recipient. There are permanent assistance programs available (such as disability) for those who qualify for longer term assistance. Those programs are also much more generous. Welfare is a minimal payment designed to help you get to the next month only.

Welfare workers spend a significant amount of their time getting recipients off of welfare and onto one of the other programs. That is how the system is designed. Welfare is the gateway, a temporary stop between either getting you back to work, or onto a better support program, sometimes both.

The base condition to qualify for welfare is straightforward - you have to be out of money. If you are unemployed, employable, living at home with your parents, free room and board, you can still get $100 bucks a month out of welfare - but they'll be mad as hell about it:)

The fed doesn't help with food directly here, volunteer food banks are all we have.

Also, TIL Canada spends less than the US on social programs per capita or %/GDP.
