Yep. Here is a picture of Texan red & blue counties. Note the most of the border counties are blue. I used to live in South Texas. The demographic is 90% of Latinos and Mexicans. Great to retire there and vacation at South Padre Island, but very difficult to obtain a job there.

Every area had large bases of the "other party". California is overwhelmingly Dem, but still 40% is Republican. Wisconsin is roughly 50-50, but Madison and Milwaukee are 60% + Dem, while est of state is 60% Repub. So, even in Iron River, or Superior, or Stevens Point, 40% of the people are Dems in an overwhelmingly Repub part of the state.

I think Texas is going to pull a Trump, and use California's failures over the past few decades to create a game plan for how to avoid the same fate. They're already doing this by having the governor crack down on a rogue (female) sheriff who tried to single-handedly label her entire city as a "Sanctuary City".
