Well, sometimes your VPN doesn't work. Sometimes the VPN is compromised. If a foreign government (South Korea) really wants to, they can figure out you're using a VPN and block it. Nothing is prefect. I can see the UK wasting billions of pounds just to do that to police the internet in the UK. Maybe it is better to bankrupt the UK instead and waste police resources at the same time.

Yes. Most will have a uk and us address option.
