This was written to keep states from placing tariffs and excises on commerce between states. So, it was a restraint on state governments right to regulate trade, transferring that right to the national government. This was to keep states from getting into pissing matches with each other and fucking up the country because Virginia was pissed at New York, so GA, NC, and SC were fukt because they had to transport through VA.
