You think it's a good idea to take the food stamp system which leverages existing production, management, storage, and distribution created by the market...
And replace part of it with fifty redundant systems for those tasks run by fifty-one different governments in a system begging for corruption
And you think that this will save money because of a mythical level of fraud primarily supported by anecdotes and stereotypes you read on the internet.

Why would you think the fraud is mythical? Do you live in area where a lot of people use it? Do you have lots of friends that use it. Do you use it? Do you work in a store that processes a lot of it?
