The NSA has been chipping away at the FBI. The FBI doesn’t like to let the NSA do anything for them, lest they use it against them at the annual budget meeting.

NSA is not required to divulge the text msgs of citizens whether official or not. Only those that the FISA system deems as fitting the criterion for release, i.e.: foreign agent in contact or contact chain 3 steps, watchlisted, in a foreign country, etc.

No question, NSA has the goods, but giving it up would break the law unless there's a certain exemption for the party that makes the request. Is there?
