I've addressed this here, but it's probably worth saying in public:
There has been some blatant flooding on PV lately: whoever's doing it is also critical of voat's CCP-based censorship (and to be fair, may have been complaining about it for a lot longer than I have). Still, they seem to be effectively hindering sincere efforts to improve free speech on voat, by tarring others who support a fair system as hostile flooders.
PuttItOut has clearly stated his intentions to improve things, but appears to be legitimately tied up with migrating the website - aggressively attacking voat in this way, at this time, seems like a good way to hinder positive changes.
Despite voat having introduced CCP restrictions about two years ago, my impression of @PuttItOut has been positive so far, and I have edited my own disclaimer to be fair to recent comments of his. If someone who's not @smallpond is being seriously hostile toward him or fails to acknowledge recent discussion in a disclaimer, it's not me.

Voat does not respect free speech, but I'm grateful for recent comments stating an intention to improve things.
