I believe humans are pre programmed to value bad outcomes over good ones. Say for example there is a neighborhood with 25% of the inhabitants are pedophiles and the other 75% are hardworking, kind, wholesome folk. Whould you let your child play in that neighborhood? Probably not, even when the most majority of the people are decent. It far more easy to fear than to trust. This instinct of not willing to take chances evolved to help us survive in my opinion. not taking chances is a valuable survival trait (this espically applies to the "refugee" crisis)
