It's not about the speed of the vehicle at the time of impact. Touching your brakes a little at 70mph doesnt make you jerk forward as hard as when you slam your brakes while going 15mph.

I don't know about how all that works in the cars computer but based on the damage, it looks like it should have gone off in my opinion.

The airbags protect the occupants. If the airbags go off when theyre not needed then they injure the occupants. The airbags dont blow because the computer says "oh shit my bumper, hood, grille, and fender are getting really beat up right now, better inflate like a gunshot right in front of the driver!" It has motion sensors that measure the changes in velocity and then blows the airbags in the parts of the vehicle that the occupants will crash into.
