Wrong, airbag should not blow at low speed impacts. If the impact isnt high enough to cause the driver to smash into the steering wheel while wearing a seatbelt then there is no reason for the airbag to off.

It's not about the speed of the vehicle at the time of impact. Touching your brakes a little at 70mph doesnt make you jerk forward as hard as when you slam your brakes while going 15mph.
