without prohibition there would be a safe alternative. drug manufacturers have no incentive to create that safe alternative because of prohibition. imagine that all the alcohol was illegal, there would be people using bathtub gin that might make them go blind (this is based on historical fact). but since it is not prohibited people use safer forms of alcohol. not to mention with heroine specifically, people would probably never use it in a world with many alternative and safer drug choices available.
