Since the purpose of terrorism is to create a gestalt of fear in the advancement of a political cause, I'd say an act of terrorism stops mattering politically as soon as there's is no one actively attempting to advance the political cause with violent means.

No more or less than any historical events do. Inasmuch as there are no groups of Stalinists attempting to advance the cause of Stalin-ism with political violence, then what Stalin did doesn't have much to add to the conversation about the zeitgeist of terrorism.
For me, Stalin only serves as a historical lesson, and something to use to point out the hypocrisy of people that like to talk about violent periods in history (e.g. the Holocaust) as though they are still relevant to right-wing politics, while not acknowledging the same with regard to leftist historical violence.
