I'm guessing this isn't Catholic school. Most primary schools in Ireland would be catholic and wouldn't allow students that weren't. I assume this school would have in previous years been more of a protestant or Church of Ireland school. Now with more families not from Ireland living here there children need to go to school so they don't go to the Catholic school because of religion or maybe there is no space in the school.
Just an Irish persons guess as to what is going on in this picture. feel free to correct me.
