Wasn't CS1 accidentally released for free? I think I downloaded it. It's Pshop 7 + all the other creative suite stuff in the same generation. They had to make it publicly available to honor some sort of post support-cutoff license thing I think? It was only meant for actual CS owners, but some kind of fuck-up in the way it was supplied online made it essentially a free for all.

Adobe turned off the old activation servers, and as a result it became impossible to legally reinstall the software and have the serial checked remotely.

It was easy to download and it would work as intended, but it was (and is) still illegal, as you have to own the license to it.

Too many people (even in the media) were seriously confused about this but they absolutely did not give it away for free.

GIMP is fine for the casual user, but IIRC it can't work with RAW format, and doesn't do CMYK. The lack of PSD (though a given, since it's Photoshop's proprietary format) is mildly annoying. Also, having used Photoshop and GIMP, holy shit Photoshop's UI is so much better.

www.krita.org crowdfunded open source project with a GUI very similar to Photoshop. It's good.

im pretty amateur at this kind of thing, but imo paint.net was pretty comparable in terms of ease of use. It lacked some features, but was pretty close to photoshop for me.

Going off the description, you could try Picasa if you don't mind google products.
