Democrats have always been in favor of big infrastructure projects. In fact most of Congress goes for projects like that whenever they can because they produce a lot of pork barrel opportunities. A lot of peoples cousins and shit get contracts too.

If you don't want government to award contracts for infrastructure the other alternative is to hire the workers directly. It's cheaper (no shareholders to pay a profit to), but completely goes against the grain of pop conservative culture.
