The forces that matter are large, affect almost nobody's day-to-day life and have huge amounts of inertia behind them. It's much easier to attack some picayune matter that politicians can change with little effort. To stick to welfare, food stamps are easy to fiddle with, but good luck getting Social Security reformed.

To your specific example, the ways the central banks use to steal purchasing power from the neediest to give to their buddies is rather arcane; just explaining the principles would make most people's eyes glaze over.
