I live in a larger city in the US. I've actually seen people of other races and skin tones do the same, taking their time crossing. Even saw one white lady straight up slowly walk across a "don't walk", and gave the middle finger to a driver that had to pull to a full stop to avoid hitting her. Like, he had every legal right to keep going and turn her into paste, but instead risked whiplash to avoid hitting her. And then she gets mad that they had the nerve to honk at her.
Anyway, I'm thinking it's a family thing. If you've got at least one decent parent or guardian, then they taught you how to not get injured crossing a road as a child. If not, then this happens. Heck, even dogs can pick up on it, after watching their owners stop for traffic.
