what youre saying makes more sense "donald (verb) the Duck (proper noun)" but thats not where that guy was going. he said hillary "calls" him Donald Duck and capitalized for use as proper noun
More specifically, the ducks have an orange tuft of hair to mimic Trump. Also, she is making a play on words, saying Donald ducks his tax returns. Donald the duck is also the original wording that was shortened to Donald Duck. There is no real way to convert a proper noun (Donald) and the modifier (the duck) into a single verb, but that is what is being attempted here. I expect the reason "the" was used is that the pace just sounds more "right." It places more emphasis on the "Donald" part, rather than the "duck" part.
