Translation for meaning : Hillary can request that Donald duck be used [they transformed the noun into a verb, assuming you could read meaning from context] but she cannot avoid the things that Donald Trump has to say about her [implying either ineptitude or the un-defendable quality of her actions.] The "Hillary can Donald the duck" is a reference to the news story that revealed that she personally requested that character be used to make fun of Trump.

The key part that makes this difficult to understand is the practice of converting a proper noun into a verb. Other languages do this as well. For example, in Greek, to corinthinize was to be especially sexual debased. The use of the noun as a verb had meaning because of a shared understanding of the Corinithian people in this case. This use of 'donalding the duck' (to attempt to take that noun-turned-verb to the infinitive form) would require the context for anyone to extract the meaning, since there is no shared understanding of what quality of Donald Duck is being referred to in a metaphorical fashion. This sentence would have had no meaning to anyone three days ago.

In order to better understand sentences like this in the future, it would be best to take the noun that has been placed in the sentence as though it were a verb, try to understand the context of the statement and then apply that understanding back into the original sentence. For example, if someone where to say "I am going to highly_paid_orgy_pro your mom." I would take offense, as they are making a joke about the particular sort of lewd activities they are about to inflict upon her.
