I've had this letter sitting around for awhile and figured that Voat would get a kick out of it if I scanned it.
TLDR: "We can neither confirm nor deny we're unconstitutionally spying on you, because if we confirmed it you could sue us for Fourth Amendment violations, and if we denied it no one would believe us, so as a matter of National Security, go blow a goat."

the laws have frequently been changed and reinterpreted, from the former director himself "nothing the NSA does is unconstitutional". However, executive orders do not trump the Constitution and its "unalienable liberties" FOIA only protect the content of their illegal activities not the illegal procedures of spying killing and goat sacrifices by themselves.

FYI the first paragraph is readable behind the initial request letter. It's dated 19 July 2013 and 6 August 2013 (aside: a non American date format!) and your phone number is probably legible with image enhancement.
