I assume that "banksters" is a portmanteau of bankers and gangsters used to refer to bankers who cross the line into shady and illegal behavior. I guess the point of the word "banksters" as opposed to "bankers" is that it sounds illegal, because it is.

He makes it sound criminal because in Iceland it was criminal and it should've been criminal in the United States too.
