From Wikipedia:
"An Act of Congress passed on March 3, 1865, allowed the Mint Director, with the Secretary's approval, to place the motto on all gold and silver coins that "shall admit the inscription thereon."[9][11] In 1873, Congress passed the Coinage Act, granting that the Secretary of the Treasury "may cause the motto IN GOD WE TRUST to be inscribed on such coins as shall admit of such motto."

After reading this exchange again you are right it was officially the motto in 1956. I was confused.

Allow: . admit (an event or activity) as legal or acceptable.
Congress passed a law to allow it. But you are right, just because congress passes two laws about the issue doesn't mean it's official. Just because I a coin collector have official US coinage prior to 1956 that has the motto minted onto it does not mean it's official. You must be a college kid.
